Is raw cookie dough safe to taste?

The story concept

As a spoonful of ordinary raw cookie dough nears her mouth, a tiny villain headquarters pops up inside a flour bag. Those colorful characters are invented for the story. Real bacteria do not look or behave like them.

The FDA explains that most flour is a raw food and has not been treated to kill bacteria it may contain. Raw flour has been linked to foodborne illness. Cooking and baking kill bacteria in flour. The FDA advises against tasting raw flour, dough or batter intended for cooking.

Where the evidence stops

This case is about conventional dough meant to be baked. Leaving eggs out would not remove the risk from ordinary raw flour. A product specifically sold as ready to eat may use treated flour and pasteurized eggs or no eggs; check its label. The cartoon does not say that every bag of flour contains germs or that every taste causes illness.
